There's long term goals, and then there's goals with artificial difficulty due to other people making it take longer than it needs.

I think we found the eorzean socialist party.
The issue with getting this mount currently falls into a few things;
1. S Ranks. They are on a timer and only spawn every now and then. Sure theres a 'decent' number of them in game but its still not enough considering you need 2000 of them.
2. Early pullers. I don't know about your servers but on a busier day of Cerberus you're lucky to arrive at a hunt. Because as soon as its found, the early pullers are on their way. I've seen cases of S ranks being found and less than a minute later it is dead because of impatience. Makes the first point more valid due to the 'time gate' as someone put it. I've been playing since 2.x and still barely break 250 S ranks.
3. The Seals. I ran a calculation on this and while I don't recall it fully, the number of seals this thing is worth for getting those 3000 A ranks and 2000 S ranks is ridiculous. Why not make it a token item like someone suggested? It'd be more fair to people who can't spend all of their sub time simply waiting for hunts (Those with work, kids, etc)
All in all, this mount just feels... aimed at people who do nothing but wait for the next hunt call. Why is it locked to such a select few?
On the contrary, it's aimed at people that actually go out there and SPAWN the S ranks, instead of just waiting for callouts. The people that insist they miss every S rank because early pulls? Those are generally the ones that just sit at aetherytes waiting.
On Behemoth we have a person/FC notorious for early pulling, yet when I go to try spawning S ranks, they're some of the only people I ever see out there putting in the effort.
Part of me feels some sort of empathy to those that truly wanted the mount be achievable in a way that is.... kinder for them.
But the other part of me wont agree with them until they have better reasoning than "I want it." You can want in 1 hand and empty your bowels in the other. Complaining and demanding on a forum is the latter.

Not so passive aggressive jabs aside, "hardcore" achievements like this, I feel, either need some sort of ramp-up. a "ladder" of sorts. Titles don't feel very rewarding along the way. Even the frontline wins have those glamour pieces... Though, I can agree that it would be nice if the Tiger was.... a tier lower in requirements than it is. At least now, when you see the Tiger, you can realize what that person went through, for how long, and the dedication it took to get. If you'll pardon me being sentimental for a moment, that is sorely lacking in MMOs.
I honestly think I would have preferred the tiger mount being a Mogstation Mount rather than what we have right now.
Well I don't have a problem with rewards that are that hard to get, though I agree it's a bit insane. Then again, I played RuneScape back when it took 200-500 hours of game time to achieve Lv99 in a skill, which typically worked out to about 2-5 months. Some of the hardest ones were a whole year. And that's doing literally nothing in-game but train the skill, 8 hours a day.
Honestly I'm fine with a mount that requires such immense difficulty to even get, much like I was fine with those exclusive Top 100 PVP mounts when they hit the data centers. I'll never touch it as I'm not interested in hunts either. HOWEVER, I very much think it's a cop-out for this mount to have no unique music. At least put some awesome track on it if people are going to work to have to get it.
To be fair it could be worse, they could be the former LoTRO devs who not only flip flop between those extremes but also single-player and multi-player aspects of that as well... Going from expansion to expansion it was a crap shoot as to which side they'd be favoring this time around.
