why dont you go and do some math? whm has the highest dps in both single target and aoe. With asylum, assize now healing AND doing damage and a shorter CD, bene at 3 mins, divine benison (which is actually great because its a free "heal" for 15% tank hp on an 30s ogcd) and tetra you can dps a whole lot without worrying about healing, and with thin air its not going to be too taxing to play agressively like it was in heavensward. as i see it whm has enough healing utility that its not about "healing more", but actually (ironically) cast less heals.
i do think that the lilies cd reduction is too weak to make much of a difference even with cure 2's 100% proc chance
plenary indulgence isnt bad at all. if the proc chance was a bit higher (at least 40%?) and the confession stack was inifnite duration it would see way more use, but it still lets you save even more single target heals. which is kinda conflicting with the lilies but like i said lilies dont really matter that much except for benison
i already did my thread about how whm isnt that bad and can have a niche in some fights (tho i gotta update my math). Calm Down (i do agree ast is pretty broken tho) -
