I have a feeling or am wondering if determination will make a return as a stat of greater value like it did in 2.0 series
Spell Speed will of course always remain a great valued stat

My question is the advanced umbral hearts trait, why reduce the cost of Flare by 2/3's if it still dumps your MP anyway? I really wish this could have been used in a way that gets us away from Fire 2 for AoE's since its getting old doing the same thing since 2.0. Just wondering what your guys thoughts on this trait is.

Another thing i notice about the 4441444 rotation is the problem in Astral fire, to get from B4 to Astral fire we can transpose but we would lose the dps from an AF3 stack, so we would still have to do a 3 in order to get us to our optimal damage.

Some1 can confirm me if FireIV potency got nerfed? ppl are saying that Stone IV has the same potency as Fire IV at 260 and I already have seen BlizzardIV nerfed to 260, anyone can confirm this?

It was indeed nerfed from 280 to 260. Before you go thinking hey how can Stone IV do the same damage as Fire IV keep in mind, this is the base potency before buffs from Enochian & Astral Fire. Thus Fire IV on live right now with its base 280 potency is actually 518 potency (529 if Enochian buff is applied before Astral Fire 3, unsure about this) with astral fire 3 (+80%) and Enochian (+5%), and the 4.x Fire IV should be 481 potency (or 491 if Enochian buff is applied before Astral Fire)

Also keep in mind that the new Triple Cast action will allow you to quickly cast 3 Fire IV back to back every 90 seconds (preferably right after switching to astral fire after gaining Umbral Hearths from Blizzard IV reducing the mana cost of those 3 fire spells)

I know about the real potency of Fire IV, I was just confused about everyone stating that stone IV was the same potency, so i had a doubt, no worries anyway :P

Casting Flare with Umbral Heart removes all remaining stacks of Umbral Heart and 2/3s of your remaining mp. Meaning if you were to cast flare with 1200 mp but atleast one stack of umbral heart you will end up with 400mp left which would allow you to cast blizz3 and start your Umbral phase with full stacks rather than using transpose to start Umbral phase with one stack.

Looks fine to me, ofcourse depends if you want to transpose into UI I for downtime or get back to UI III to maintain a more normal rotation. As for the first one, you can obviously fit a couple F2 in there as well and foul every 30s.
