Perhaps had they not required certain Quests or events to often involve fates, people would not be so tired of them.
Or the queue time situation with dps jobs would not be so crazy there would be less of the need to grind fates.

In fairness, I didn't enjoy FATEs even while leveling to 50. Definitely not to 60. I all but avoided them both times. And I strongly doubt I'll go out of my way for them on the way to 70 or at 70.
I didn't enjoy dealing with people who ONLY grinded fates in dungeons and thus have no idea what to do or how to handle standard instance mechanics.
I didn't enjoy the original Atma grind. I didn't bother with Atma 2.0, and I certainly didn't enjoy Atma 3.0 (Luminous Crystals). Don't do this in Stormblood. This is not negotiable, and certainly not fun.
I have not enjoyed all the many ways SE has attempted to rebrand or MAKE me do FATEs either.
FATE chains could be interesting if they:
1. Were not on auto pilot (by this, I mean, if Part 1 goes undone or failed, don't trigger/start Part 2 and beyond. That way, you don't have players attempting to complete them for nothing.)
2. Were excluded from any FATE based grinding
3. Actually took you to some of the more interesting and underused set pieces in the open world
All in all the FATE system is viable and salvageable, but SE has to first stop trying to MAKE things work through forced engagement.
I think.... if there weren't SO MANY OF THEM especially in diadem, and if they actually had and effect on the outside world, they would be much better -- akin to major hunt ranks when they spawn.
I don't agree with closing off an aetherite but rather something that is more of a minor inconvenience -- i.e. the Qiqirn take over highbridge and you now have to pay a toll of 40 gil to get through. If Fates were rarer but gave decent rewards, I think more people would come together to do them.
I like fates but I too would see them change. Not in the interrupting game functionality sense but rather client sided world building. Strike up reputation with npcs similar to beast tribes. Fate primals with primal based clothing rewards (like odin). Juice up the exp to give potd a competitive edge. Have independent duty instances unlocked based on how many Fates you've done or a particular one completed. Have world scaled fates have a positive effect on a map when they're completed (increased fishing % or all players gain increased stats for limited time, etc)
I don't like FATEs but I'd rather see them be ignorable leveling tools than be obligated to complete them to keep aetherytes open or whatever.
Increase seal output and general completion awards and I'd happily spam them. They only annoy me when I'm gathering and then DA DADA DA DA.

I actually enjoy fates, but the main reason why I like them is because they are in the open world, you can hop in and out of fate parties, and you can even do them while you're progressing through story missions and side quests. And I live the rare, boss fates. It really makes the game feel alive.
But in instanced based world where it's just nothing BUT fates.....
Yeah that's pretty boring.
Fates have no rewards to make them worth doing. Until that changes no one will care.
