You get the warp ring regardless of the package as far as I know, so you can get it for free.

All you'd need is to be a gsm and make the flawless ring which is part of the quest chain or buy one for cheap as chips from the MB or ask a crafter to make it.

No, the flawless band will be turned into an eternal ring during the wedding quest, so to get the wearable ring and the teleport function, you have to finish the wedding quest.
