Imo pld just needs 2 small tweaks that are both incredibly simple to implement.
1. Enhanced Flash trait.. a simple Increase in enmity would be great.
2. Oath swaps. Shield Oath at 30 Sword at 40. Be more beneficial in lower level content. Especially between 30&40 where dps are getting the final combo hits. -

If you just use the cleave portion from OP's suggestion, it's not bad.
-Shield Swipe pacifies the main target; and cleaves on nearby targets.
No change for Rage of Halone. -

Or they could just add a trait to flash to make it better... or greatly increase the damage of Circle of Scorn.
