That's not really so terrible a design. Many MMOs out there constantly save inventory changes into their respective databases in real-time. The devs have mentioned this feature before like it's some sort of super-intensive thing, but it's no more than par for the course. Hell, the fact that it only sends that information every 15 seconds makes it less intensive than the real-time flow of inventory data that most MMOs tend to have.
On second thought, I wonder if they have it designed to only send the inventory data if there was a change within the inventory. I'd imagine so, but if not... Wow. So much waste.

Honestly, though, it's not just this. There are a lot of small things in the game's UI that could be streamlined for easier, more efficient use. This, an item quantity counter for buying from the vendors that don't currently have one, confirmation windows that are hardly necessary (collectible gathering, for example), etc. All these things are fairly insignificant, but fixing them would definitely make using the UI feel better and, when taken all together, save a fair bit of time depending on how often you need to use the UI for such things.
