I'm wondering about the up to date for the supported life of the device though. So let's say after I upgraded to 10, my pc broke down for some reason, is that mean, no more support for it? Have to get a new 10? or 8?

Stop spreading bullkupos. There is no such thing as "fremium" OS. I don't know where you get such inaccurate infos. Stop reading tin foil websites and stick to the official Microsoft sources. Windows 10 is a free upgrade for only 1 year from the day it will start to those who own a legal W8/8.1/7 copies. All the rest must pay a full price of the OS as always. MS will treat W10 as a service and this means more frequent security and feature updates for free just like all the previous Windows Updates.
Life of the device is from the manufacturer's perspective, not yours. If your PC broke, and you fixed it, clearly you could use the original license you had. If you had to buy a new PC, you'd probably get Windows 10 preloaded and the license fee would be included in the cost. This is more like iOS and iPhone versions. Since iOS8 only works on the 4S and higher, anything 4 and below is end of life.
So is Windows 10 a PC operating system or is it like 8, a touch screen/tablet OS on the PC?
I'm building a new PC right now and need to decide on 7 or 10.
Windows 10 is not "free". The upgrade is free for 1 year for existing, genuine Windows Vista, 7, 8 and 8.1 customers. After that, the box price is $110 - $150 I believe. Microsoft are banking on gaining more revenue through selling apps on the Windows Store (they're cleaning up the store, implementing new rules for app submissions, and allowing both android and iOS apps to be ported straight into Windows; his means the store will likely grow in quality apps), as well as selling new Windows 10 machines. Microsoft would not be stupid enough to place advertisements within Windows itself, it'd kill the brand even more than Windows 8 did.
I would suggest Windows 10, based on the fact that it will be the final major version of Windows to be released, and therefore should receive updates for life, whereas Windows 7 will eventually become unsupported. Using Windows 10 also ensures that you'll have the most up-to-date security fixes, as well as DirectX 12 support, which is a Windows 10 exclusive and quite the performance upgrade over games using DirectX 11 - this should be a major factor for you if you're building a gaming PC.
If you want to upgrade windows I'd wait a bit after the release to get them to work out the bugs. The game should run on windows regardless. That being said I'm hoping that some other OS competition enters the market because windows is meh. Some of the design concepts are still being reworked from decades ago and are insanely antiquated at this point. Windows is losing market share and I don't see the trend reversing anytime soon.
