This one is a bit of a bombshell...
I can tell you that it is planned, in the not-too-distant future, to implement a level-cap for Toto-Rak. First of all the prerequisites for all dungeons will be eased a bit, so that it's easier to get into them. You'll then be able to storm Toto-Rak with 2-4 players and head to Dzemael with 4-8 players. These easings will already be in patch 1.19.

I have some info on the topic of UI. More specifically: The casting bar.
Currently, you can only move the widget for casting spells when it is activated through the casting of a spell. To remove this problem it is planned to implement a text command that makes it possible to display the casting bar permanently.This should be implemented in Patch 1.20.
- Manually turn on the bar for casting whenever you want to move it.
- Move the casting bar.
- Hide the bar after you've moved it.
Also the devs would like to implement a layout mode for the configuration menu, from which you can directly move and change the size of all widgets.
This one is a little more enlightening, when referring to Toto-Rak.

Are you talking about a level-cap like we are familliar with from FFXI? Meaning that like before Rank 50s can get in, but they'll then be scaled donw?

The Devs have let me know that they would like to implement a new party recruitment system for the Dungeons. They're also thinking about World-Transfers. But they can't give me a roadmap for this yet.
In this context, roadmap (Zeitplan) = times for development and implementation, rather than what exactly is to be implemented.
But this is more about (dungeon) speed-runs, which is a conceptual disaster. Is there any information about whether they will continue to encourage speed-runs or will they be moving away from it?

On the topic of speed runs they have not yet made their position known. Sorry. But I'll keep pushing.
For "conceptual disaster" the writer actually used the term "fehl am platze" which is more literally translated as not at the scene/party, missing in action. This didn't translate well without maintaining the intent as such figures of speech have slightly different implications in English. The intent here is more that the concept is simply not where it should be, with ideas unconsolidated and generally not making any sense. Hence why I went with "conceptual disaster"
