My guess is over ilvl 80 as that's where the rare item message has changed for me. No idea for DoL retainers.

Im going to assume a quick exploration then. Wonder if it will still drop in lower ventures or if its just restricted to high level ones, need to level my retainers a bit... -

EDIT: Also I guess that means that the rewards from ventures are determined at the time the ventures are turned in, not when sent out. Not that there's much that can be done with this knowledge, but interesting all the same.
