Signifers are thaumaturgs so they definitly have casters, i'm not sure about WHm (don't remeber figthing them) and they definitly lack Arcanists but Thaumaturgh is there.

When an area gets conquered by the Garlean empire, anyone that can fight is sent to aid in conquering other far-away places. The majority of the garlean attack-forces consist of people from conquered teritories. I'm assuming the signiferi and medici are among those.

The lore mentions that Garlemald was a small country and then one day suddenly invented all this magitek and started conquering. It's also mentioned that Cid's father, Garlemald's chief of technology, began acting much differently. He was also the leader on Project Meteor, and responsible for inventing the machine that brought down Dalamud. One can assume that Ascians gifted them some ancient Allagan knowledge.

Pureblood Garleans like Cid and Nero (differentiated by their third eye) are stated to be incapable of using magic. Hence magitek was developed out of necessity. The City-States are rife with magic and would have little to no need for technology to replace it.

If they didn't have the warrior od light I bet they would need that technology. Btw im aure there are people who cant use magic in the city states that would love to be strong and with cid and nero there that is the perfect opportunity for those people
