OK, now that I've read the whole thing it appears to me that gear with specific restrictions (BLM only, WAR only, etc) will be rare in acquirement and in appearance and certain to have stats that apply to the class/job/level it was designed for. Gear with relaxed restrictions (DoW, DoM, DoH, DoL only) will be much easier to craft, purchase, acquire and will have minimal stats. Gear with completely relaxed restrictions will have little to no stat increases and be for cosmetic purposes only or event related.
I don't know if that's the exact direction but that sure sounds clearer and more thought out than "everyone can wear anything!"
