How about this: AUTO-BAN anyone who is black-listing from sending tells more than X times in X minutes. So spammers get off like 8 tells, and then poof, they're gone. And all the real players have to do is avoid tell-spamming everyone on the server. (I've never seen anyone do that anyway, but if a real player does it, they could get an appeal.)
And go after their actual MONEY MAKERS, since banning spammers is like putting a band aid on a bleeding stump after a limb is amputated.
While I agree that it needs to be easier to report, block, identify, and unblock them (it has been almost a year now), you should keep in mind that, if you report them, you're told in mere minutes that you can remove them from your blacklist. So, it's a good idea to not wait until you have 200 to start deleting.
I really wish there were two different blacklists at this point. One for characters that will be gone in not too long (RMTs), and one to black list people who are actually there to stay (FC recruiters, craft-level-burning sellers, etc.). It gets my eyes crossed to have to look carefully at what names I remove from the black list to make sure the shouters stay in it and the RMTs are removed.
Why would you stop what you're doing? With a controller, it's literally just four actions - select, up, square, add to blacklist. I can accomplish this between global cooldowns in the middle of combat, and regularly do. I'm guessing it's even easier on PC with a mouse, since you can just click the name directly from the chat window. I do this so reflexively now, I actually have to force myself to check and make sure a tell actually IS from RMT before I block it.
No, getting customers onto your blacklist is pretty close to as streamlined now as it's possible for it to be. Getting them OFF your blacklist once they've been banned is more of an issue, and that seems to be on SE's to-do list.
How do you know that they DON'T go after the actual moneymakers? They undoubtedly do. However, the spam-tellers are the ones people whine and complain about the most, and that particular aspect of RMT is what this particular thread is about. Anyway, the best target isn't the money makers OR the spam-shouters - its the BUYERS that really need to get the banstick, and I'm less confident that SE is targeting its own customers.
Some of the burden of dealing with RMT SHOULD be on the players. We're the ones who know who the RMT are. We're the ones who see them in game. There is no automated process that can identify RMT with absolute reliability - and boy do players get pissy (and justifiably so!) if they get mistakenly targeted as RMT and banned.
For SE to have the kind of insight into RMT that the players do, they would need to have staff doing nothing but playing the game around the clock, on every server. That is NOT a good use of revenue that could instead be put toward developing and improving the game.
SE has generally the right idea on how to handle RMT: Identify the money-makers and money holders and subject them to periodic mass-bans. Give the players an easy method to blacklist advertisers, and ban them periodically as well. Do not implement automated policies that have a reasonably high chance of targeting legitimate players, or that can be abused by players to harrass other players. Do not implement automated policies that hinder enjoyment of the game for sections of the population (such as banning /tell ability for new players).
There's certainly room for improvement, and by the sounds of it SE IS listening to player feedback and working on implementing ideas that they feel are workable. There are no perfect or obvious solutions to the RMT problem as a whole, though, whatever players on the forums say to the contrary.
Also... an unlockable blacklist achievement, title, gear, & minion.
would be nice if you have a check box... similar to when you goto the chat tabs you have the ability to check each one individually, check all at once or uncheck all... would be nice if this was an option in blist list <3
also ban the whole account and credit card holder not just the user name

Knowing most of my list can be deleted every week after SE cleans up RMTs.
I'd be happy with a temp blist that got cleared when I logged out. That should allow me to blist any RMT that I come across in my play time but not fill up my actual blist since most of the time the RMT don't last more than an couple hours on my server. I've left myself logged in all day before while afk and I'd get at most 4 tells from the same person.
