FFXI was infinitely more polished and complete than FFXIV at launch. It had quests, four times the zones and dungeons, zone progression, fleshed out stories, etc. Within a month, it had NMs and auction house. Within two, it had its first huge rounds of class and experience rebalancing. FFXI was moving at light speed compared to FFXIV.
This is FFXIV's biggest dilemma. They can't work fast, because it's now a retail service. They need to go through rigorous planning, testing, QA, etc. to make sure that when they put some feature in, it'll work right off the bat. Alpha and beta phase games don't have to worry too much about this. They can't take the game offline, because they have a bunch of rabid fans to answer to and they'd have to recall every copy that hasn't been sold yet. Not to mention that nobody's going to want to carry their game again when they re-release it.
