Npc prices wouldn't matter much. It's the players I mostly buy from, and they are the ones keepings the prices the same as 1.0 if not higher.
The prices from the npc is only going to go down after a few months.

If you can't afford housing, please zoom out your camera.
Either lose 4.5mil and pay 20mil for housing or get it back and pay 200mil for housing. Your gil's buying power hasn't changed. Those who can afford housing now would be able to afford it in 1.0 with housing prices adjusted to 1.0. Those who can't afford it now still wouldn't be able to afford it if set to 1.0 prices.
You need to strike a balance. Everyone's holding their breath. The cheapest lots will be the first to go. Small housing will be bought up in three months by the smaller guilds that would rather jump on them than be forced to relocate or buy a larger property.
Class 5 Medium/Large housing will be the next to go before the 90 day settling period begins, also forcing you to chose either a more expensive property of the same size, or a size smaller than what you were aiminng for.
Most FC's at this point are more concerned about the prices than they are about any arbitrary 'location' value that has ranked them worst-in-class.
