All you cut out was the part about "time permitted in the instance dungeon." I still say that a plain reading of this portion would lead one to believe that it means if your instance timer runs out and kicks you from the dungeon. That being said, I just took a look at the French patch notes, which are more plain about it and say that it counts "even if no one lots and loot is obtained automatically." That's what I would expect to read in English to mean what you're saying the first phrase means.
Lol I just made a topic about this, they need to fix this, and I would appreciate another chance too, but I am not spoiled enough to demand I get it...it would just be really great customer service IMO for those of us who got shafted to have two chances next week or something. I hope devs see this.
That's rather irrelevant to the issue at hand, specifically, whether the 2.1 patch notes in English indicate that this is the case.
Regardless, I can honestly say I've never encountered this simply because I refuse to let it time out when it's so easy to hit the button and click Pass or Greed.
Wasn't expecting so many "casual player" to complain about low tier "casual" loot from a "casual" dungeon. Whoop di freaking doo. You can always get another piece next week. It's not like it's good for anything but vanity anyways.
You seem to be missing the entire crux of my argument. The plain English reading is that if the dungeon itself -- not the loot timer, but the dungeon -- times out and you automatically get a piece of gear, that's your piece of gear for the week. What everyone else is arguing is that this plain English reading is wrong, and that it referencing the behavior when the loot timer counts down and automatically awards drops. As such, the fact that the loot timer has had this odd behavior since 2.0 launch is irrelevant, as it has nothing to do with the interpretation of the original passage.
Except it doesn't say Dungeon Timer expires either. It just says if the Timer expires while doing the dungeon and you get a piece of Loot its your one for the week. Since the entire paragraph is talking about Loot drops in CT. It doesn't take much to infer that the timer they are talking about is the Loot timer.
This just happened to me, at least it gave me an excuse to quit running CT. I got the BRD legs from the last boss forced on me because my entire party zoned out quickly after the last boss and I hadn't clicked anything. Additionally, I think I saw about 6 pieces of gear actually get picked up from 5 complete runs, so the overwhelming majority of gear is simply rotting.
Edit: On a positive note, I won't have to look at the silly looking BRD myth legs once vanity slots hit.
