Didn't realize there was an achievement related to this, but apparently I got it on 4/29.
I do remember talking to Alfgar around that time.
Alfgar just popped up on Uldah at 4:30 PM EST real time in Kashuan. In game time is 9/30, Currently 2:00 though popped up earlier. Upper crescent moon, foggy (in city).

Roysia is not at Horizon yet. Gonna chill near Alfgar to see how long he stays.
I was literally sitting in front of his spawn when he popped up while I was browsing the internet.
If possible I'd really like to know if Roysia appears after Alfgar disappears. It'd really suck if I had to watch two spots. I warped back from Horizon just now and no Alfgar or Roysia on Trabia.
Alfgar just disappeared at 5:18 PM EST. Ingame time 9/30 16:00ish. So basically 45 minutes-ish.
Can you confirm that Roysia's not up?
Edit - never mind on Alfgar, just saw the YouTube videos.
Okay so I'm at Horizon at the moment. Roysia didn't appear at Horizon while Alfgar was up. Gonna chill here for the time being to see what happens.
Also, yes the music-less/occasionally raining Thanalan has been happening during this time.
That's been happening to me almost the entire time I've been at Horizon...
At least it generally confirms that I can just check every 8 game hours for spawns.
