Still not as bad as FFXI waiting several years to get a RDM hat! Never was an issue for me but knew a lot who did have the issue. They need a way to keep people playing and the 300/week total may very well be raised or removed after 2.1. I think the restriction is there so people don't outgear crystal tower before its even released.
Every time new content is released, the previous content is getting nerfed so casuals can "see" it. So the game will always only have the most up-to-date content, if they release 1 new dungeons next update, that will be the only dungeon worth doing endgame-wise, this is exactly how WoW works, the "amount" of endgame content will never go up, they will hide the lack of content through lockouts and token caps.
The difference is, in FF11 there was like 20 endgame events you could do to gear up, which isn't even counting HNM's, FF11 BiS (best in slot) changed mob to mob and spell/ability to spell/ability, there was literally a different BiS piece of gear for every slot for every boss in the game for every single action any/every job had and this is not even including the fact that you could have pre-cast gear, casting gear, and landing cast gear for every mage job for every spell. If you did dynamis and didn't get your hat, you go upgrade through another event, in FF14 theres nothing, you don't get your drop in coil, you log out, that's literally your only option, log out.
I don't think this is going to be as bad as you say. Sure, they're going to release new endgame content and new endgame loot, but AF+1, I believe, is still going to be essential to progression. Sure, it won't be the latest, but it will be enabling. New gear is always going to be needed for new content, and there is no reason to artificially bar people from reaching new content after the last content has already been cleared. The only thing I'm hoping for is that they do not nerf the old content (Binding Coil, HM Primals) too badly when 2.1 comes out. (Not at all, in an ideal world - IMO gear itself should be the only enabler for clearing past content - current content should obviously be skill and luck.)
But this is only a month old. When Dynamis came out, it was essentially the only real means of getting better gear outside of Sky Gods. You could also only enter once every 3 days and it would cost 1million gil. You didn't get your drop in Dynamis, you'd go fight Sky Gods and their per-requisite pops. Some jobs benefited from HNMs but not all jobs and those only popped every 24-72 hours. It's essentially the same deal here. Odin/Behemoth to get chances of gear progress (akin timed pop HNMs) AK/CM to buy gear (akin to sky gods for DL), Coil to get gear (akin to dynamis limit). When we get Crystal Tower it will alleviate some of the monotony at least.
It wasn't until much later in its life did XI get a plethora of ways to gear. Hopefully it doesn't take as long here. I believe Dynamis wasn't even released until a year after the JP release of XI as well.
FFXIV has vertical progression, this isn't FFXI which had horizontal progression and a bunch of gear swaps, most everyone hated gearswaps but did it anyway because you were bad if you didn't. You can go back and do old content if you wish when they put out newer content, do it with your friends who are more casual and not on the top end of progression. There are a lot of people who play FFXIV who can't do coil because they aren't skilled enough but will have a fun time doing it once it is nerfed and they have the new raid out which gives the top 5% of the players something new to work for.
At least you can run AK. I try and get snapped at for still having some of my choral stuff. :\..as in just my pants, shoes, and shirt.
It takes a lot of time, but not much effort to get AF+1

It's also a relaunch where they could have actually added more content in the process of relaunching it - For example the next update simply reintroduces content already existing in the initial release version (1.2x still counts as the original version.) So whether or not the game is young, it could have launched with a fair bit more end-game content given how the prior content is exactly what other MMOs does - mostly copy/paste quest lines over and over to level you and no before someone jumps on me for saying that I didn't say whether that's good or bad.
