On the map on this page, it's the fifth city-state (North of Limsa) that's not Limsa, Ul'dah, Gridania or Ishgard.
I suppose a line of steampunk armor/clothing/weapons would be nifty. Still i wonder are the accessories in the opening video NPC's only? My guess would be they are used to see the door to the grand labyrinth or crystal tower.. which is only visible at a given time, and only when looking through those googlies..
I was thinking about the eye marking... It is very similar in style to the symbols of the 12.. perhaps this is a 13th god, Maybe one that can actually contain bahamut? since the 12 failed?

Pretty sure the eye design and goggles will tie in with the mystery surrounding Louisoix and Bahamut. After all, Louisoix's full [Japanese and English] name is 'Louisoix Leveilleur', and French word 'veilleur' translates into 'watchman'. As someone said before, the remaining members of the Circle could either be looking for Louisoix or taking over his duty as watchmen of Eorzea.

It's not the Twelve that failed, technically, look at previous Final Fantasy games, a summon gets stronger with it's master. Technically Louisiox summoned the Twelve, so it was him that wasn't strong enough to seal Bahamut, because he wasn't strong enough their power was weakened, if I had known I would have PL'd him...

The device has a clock-like meter and seems to have built in goggles so my best guess is a device that sees through time.
My guess is that they're the same Aether measurement devices from the MNK quest line. They're following the ley lines to make sure Bahamut doesn't start sucking them up and ruin everything.
Since I first saw the eye design, it's been driving me nuts where I recognize it from. It's very similar to the "A" letter design from the Yevon language in FFX - seen every time you open the map.

It's SE, you can't just focus on the (stabbed?) Eye. Every little detail is important. Those things left and right to the eye look like dolphins or lamia to me. Although it's probably not that.
