IIRC, there wasn't enough of them because they were all being used by the Grand Companies preparing for war.

I can see it now, we all get zapped out, meanwhile our Chocobos just gather together in one spot just mindlessly warking and staring around and cocking their heads while Dalamud closes in...

Well duh. Add cheese to anything and it tastes good. Broccoli? Check. Cauliflower? Check. Macaroni? Check. Hell - you could probably cook people and add cheese and everyone would love it.
