Who said it does? I mean, you could use it in combat but when would that make any sense?
We have Swiftsong in the game now but nobody would ever dream of using it in actual combat, it's only practical use is instance speed runs.
Oh wait, you've never even played an instance in this game, sorry never mind.

Also why would I be playing the game right now when there is nothing to do. It is a very boring game right now.

My first post wasn't really that strongly worded. It was just a suggestion, which I thought was made politely. But now I'd like to see them restrict jumping just to piss you, and only you, off.

I think they should just bring stamina back . . . . . for eveything.

There is a point to the jump in ARR. There will be locations that are just a bit too high (like the logs if you watched the videos) for just walking into and you'll need to jump to gain access to get into these areas to move forward. So the jumping will have a purpose.
But I do see a point in having a refillable gauge for the feature. Watching people bunny hopping is annoying :P. But other than that, there really isn't a reason for it.
Like a stun that sends off minor stun tremors that can cause a permanent chain reaction of stuns!!!

I think if you use a stamina bar they should have to reintroduce it all together (stamina).
However you can use prolonged animations to help prevent jump spamming, basically have a landing animation that lasts a few seconds that can blend into the running animation. So while coming back down he does a sort of lean down (landing) and then a reposition to lean back up. During this time you couldn't jump again (but could still run). They should have a animation a little like this anyways (but less prolonged); Otherwise, it will look like in Oblivion where you could jump on water by never stop jumping (it looked like you never landed on the ground and made it look retarded - WoW also has no delay which creates a weird gliding effect).
But keep in mind in the long run you would only slow down those who want to jump everywhere, not stop it. So its probably easier to not gimp the jump ability with a longer then usual animation - although I like the idea of having stamina that is consumed so in combat you wont jump around.
