I like idea of weekly reset.
If it is too little PvP engagement, they could make 2 roulette each week - one for rival wings, other for frontline.
I was thinking about contribution factors in the past too - they can be easily 'cheated' by spamming aoe, selfhealing when nothing is happening, just dotting everyone when to leech assists. It would promote behavior that is not beneficial for a win. On maps like Seal Rock, standing idle is sometimes the best too.
The problem arises that players get the roulette clear, even if they lose. So there is no incentive to win, as they get rewarded in any case.
The other problem, regarding events like moogle event is, that players get rewarded for 2nd and 3rd place too. Often pretty close to the 1st place reward, winning isn't that much more profitable, than losing. It is the same with series exp for a Crystalline conflict match - I think the difference is barely 200 series exp 700 vs 900. Between winning and losing, almost the same... So even if you lose all your games, you are only taking 20% more time than the person who wins all games. Which sounds sad, that wins are worth so little. I think it should be closer to 50% reduction to promote better PvP behavior.
If current time invest seems enough already, and we don't wanna increase it further, that would mean we simply boost only 1st place rewards more and leave 2nd 3rd place rewards untouched.
Well, it doesn't matter if PvE or PvP, you basically grief the party by going afk over extended time. Just when matches are over in 10min, having to wait 5min in order to kick, is excessive.
Not being able to kick while in combat (not sure if that is still the case) is also bad in PvP. Because on some maps you are not rarely for minutes in combat. That kick-restriction should be removed for PvP. Kick can't be abused like it can be in PvE, by making players leave during a fight, then requeueing to come back alive in a party as progress - which some players abused to clear ex trials during times when nobody queued for it. For PvP that is meaningless.
