RP never requires mods to RP. Its mostly just make believe like what kids do to have fun. The game systems in place just make it easier to visual and provide outlets for that RP when with a group of friends.
A very big part of the "declining playerbase" is just FFXIV returning to realistic pre-Shadowbringers numbers after the WoW-exodus and COVID inflation.
In general tho, the impact that losing a 3rd party too has on the community is minimal, and a new one that does the same thing as what gets shot down is generally not far behind.
Between recent events (and the discussion thereof) and prior discussions back and forth on existing gameplay issues or the debate of hard vs easy content... really seeing there's not much difference between this community and other gaming communities- just as antagonistic and factional as other communities. I don't really have a horse in this race since my interaction with either side of the community split is marginal and I largely play to do content and glam, nor am I completely innocent of the problem considering a few of my thoughts regarding the convo on hard vs easy content, but it really feels like the community is cannibalizing itself this expansion.

Players with these mods want other players to see their mods. So their less reason to engage with someone who doesnt have them because they cant show off their "true" self

Just make your emotes more descriptive and make actual glams that mimick the glams you have?
You probably never were good RPers to begin with.
Also yes I will totally continue to RP.
Most roleplayers i spoke to felt like Mare harmed the community a lot. But I don't know if those people were the majority, or if my rper friends are all just very traditional.
well I will say this due to animation change and everything most well mare user used those instead of describing thing. so if you where vanilla you would just see a random emote. even some player used mare so bad that they made a full concert thing out of those emote so imagine it was heavily unfriendly to console player downright often insulting too

I do lite RP and never needed any of those 3rd party tools, my imagination has always been vivid my whole life and while I struggle to convey it at times, I still have fun with the vanilla glams, emotes and such. I will continue to RP with my friends since many hangout with me at my homes, so I make big use of both my housing plots my catgirls own often :3
While I admit that the FC had their own shell, it was mostly for flavor. You know just things that the game cannot show. The rest was just regular RP.
Thing was, they were still our characters.
That said, if you wish, I can provide you with some sources to help you get into the nitty gritty of RP if you wish.
I mostly speak from my experience on Chaos and some occasional RP on Light.
There's both adventure and social RP. There are a lot of people who usually do both, at least on the server I'm on. While there are public events that are not social, adventuring events are usually mostly within FCs, while people visit RP venues (which DO NOT take actual Gil, mind you) when not doing events to meet other characters, hook up IC, find work, or even get recruited into an FC. They can range from taverns to fighting arenas to ... more adult oriented venues.
The rolling system usually varies from FC to FC. Some require character sheets, while others are very simple and just need you to reach a certain threshold on the dice or are just freeform to begin with.
Some FCs have weeekly events, some make events that based on character arcs or a FC wide event, like getting a job overseas in... Thavnair or Tural.If you are already part of a non-RP FC, you can just join the Discord, and whether you are an In-Character member or an associate is usually up to you.
To address the elefant in the room, ERP does happen, but it's usually part of the character's arc or the character visits an adult venue IC. You do not have to play it out, you can Fade To Black and timeskip to after the do was done. Sex is viewed as part of the RP but not required.

As to Mare, or the lack thereof:
1.) Don't make your RP character fully dependant on mods. Make another character if that character is another race or Fantasia the character. Describe something that is... unique to the character but keep to the limitations of the game. Maybe share a picture for reference.
2.) Don't assume everyone can see what you see.
3.) Tangentially Related: Remove your ego from your character and don't force "awesomeness" or "badassery". Because chances are you get humbled by the dice one millisecond into the session. Instead, focus on your character as a whole and what they're good at, meaning write your emotes in a way that makes the character look skilled and knowledgeable regardless of outcome, but not in a way that tries to force it. Leave room for failure and growth.
My previous main was a Vieran huntress (the character is retired, I changed her to the character you see in the PFP) from the jungle. She was a skilled archer. Yet, (and despite my general luck with the dice), there were still situations where she missed. Be it the range, or the enemy moving fast, or things out of her control. She was also quite proficient in close combat, not because of skill., but because of very good reflexes and a determination and survival instinct that regularly crossed the border to stubborn and even reckless, which was also a constant source of conflict with her wife. Despite her best efforts, and Gladiator training which made her gain strength and muscles, as well as a short stint in the Pugilist's Guild, she could never shake the survival instinct fully that she had from back in the jungle, making her act on reflex more than actual skill, and less effective that she could have been.
