A group of people could then create their own instanced ward/neighbourhood to hang out in and at their own discretion, decide if they want to show others via some new "see all visible wards/houses" interface, which would also let people put in a description and add tags.
I do agree most housing wards feel very empty and desolate, but I think part of it honestly stems from the unreliable ways to get a house near people you know. I have a house, which I've turned into a bakery and love very much, but I find the main reason I visit it is to keep it from demolishing, because it's nowhere near where any of my friends are. Most of us will hang out around our FC house, which is in a completely different area. A few other friends have an FC as well and it'd be great if we could have both FC houses as well as everyone's private houses in the same area with jointly decided aesthetics etc.
I disagree to adding OP's suggestion, mostly because I feel they should just rip out the current system and put in something better. Otherwise it feels just like the cop-out that is Outfits, where instead of giving us a proper glamour system they slapped a band aid on the existing one. A band aid which, to me, felt like a statement they'll never fix it properly.
