I'd argue that having a RDM or SMN in the party to raise is just as a good as a reason as any to let tanks raise. At least I'm offering the notion that tanks should only be able to raise in certain scenarios. As someone that normally runs on WAR when I'm in the tank role, I have no qualms about "wasting" 10 minutes of everyone's time soloing a boss. Maybe those pesky DPS should have gone on RDM or SMN instead so they could have raised the healer. Maybe the healer shouldn't step in the poop.

you want to fix that problem remove all healing for tanks 2 things will happen one people will be forced to get better and second Nd healer will finally be able to use all those tools they have in all content instead of only extreme and savage
