NOPE.
Apart from the usual argument that "forcing the player to go on foot allows for a healthier management of space", mounts prevent access to certain strategic points.
Just imagine 36 mounts in front of the auction house.
I'd also say no to city mounts.
If you're looking for some speed boosts/boots, there are some very niche equippable items that will grant a increase in speed (barely noticeable) in cities. Not item lvl friendly.
