having more servers does not indicate a larger region, infact it shows that JP is favourited for updates by the developers.

Honestly I don't know what their scoring system is. Sometimes they pick a design that's so complex, but then they pick something like the SGE winner (feo ul wings with minimalistic design).
I don't even care IF it's true they tend to pick Japanese entry more, I'm just confused with their choice most of the time.
I think the simplest way to look at it is, some amount of English-language designs are picked, therefore they are looking at the English-language designs. And it would be outright silly for them to look at the designs and then deliberately take less because of the artist's language.
Kazhar is factually correct. Saying "large portion" is not the same as saying "majority" and the numbers you list would indicate a large portion.
Number of characters is not the same as number of players. I don't know if JP players are as likely as NA players to create alts and get them to level cap.
Without being able to see actual account numbers, we really don't have any way of know which region has more players.
It honestly wouldn't surprise me if Japanese players have a slight edge in the game design contests if only because they're more likely to share aesthetic tastes with those of Japanese developers. There's nothing nefarious about it and I don't get why anyone wants to turn it into an issue.
Nothing about the census displays favoritism. If you're thinking about population per world being less for JP, that's because they tend to prefer lower population worlds than NA and EU players. It's pretty common to hear NA players complaining about being on dead worlds despite the unofficial census showing the NA worlds as having twice as many active characters.
I think the reason for it is the cultural difference.
Japan, the country of anime and manga has probably on average more people who are interested in Art and design and they are more likely to send theirs in.

You will have the most winner be from the EU, because on average we are better then the rest of the world, because we play it more often.
Also, the JP playerbase knows the current style of what other Japanese people like, so they are more likely to do something of the judges liking.
Simply different style and more “what they are looking for” probably.
A reputation that japan also has is that its a lot more public transport oriented (i have no idea if this is realy true), something that is excelent time spending to draw something. Even at school i already noticed that the people who used public transport most, were the ones most often drawing.
Sure, these days gaming is more of an option. But its not like everyone is going to game (interupting a session is often anoying, yet with drawing you can do this instantly and continue at any point).
All I know is that I put in a RPR weapon design and it didn't get picked. Now I'm sad.
Long as we get good designs, I don't care if the winners are all Japanese.
I hope they do another hair contest and pick some long ones for once. People's standards are in the dirt right now SE; most people don't care if the hairs clip.
i remember few years ago in the furnishing contest, they choosed SEVEN designs of one japanese person, like what he is going to do with 7 cloud strife hairstyles?
Megaman robot master design contests tended to be won by Japanese fans as well. Though I suspect one reason might be Japanese players being more attuned to using a style of concept art that Japan developers use. Which just by presentation could potentially make them more likely to be picked. Selecting from thousands of applicants is likely daunting to say the least. My guess would be the people judging them give most entries maybe a second or two of a glance then make some sort of judgement on that. So naturally they would gain more information about what an entry was if they used styles, descriptions, and layouts that was more aligned to what the team is used to working with.
I'm sure they give every entry a decent amount of time, but certain things you can see right away will look awkward at best or be difficult to implement. Some of the sage weapon designs are too round in shape. If the laser shark entry had been done as a longer and leaner wing model, it might've had a better shot.
