Normal Criterion should reward 615-625 gear and Savage Criterion 625 Weapons for about 40-60 coins. Easy.

EXACTLY!!!!. The content is great and very challenging. But after about 50 wipes trying to learn and take down the FIRST boss. I'm thinking to myself, is it really worth my time to learn all of the other boss fights for rewards that don't interest me? And even if I do complete all of the bosses and get what I want from the vendors, what incentive do I have to go back and keep doing them? I haven't beaten the first boss yet (2% enrage) but I'm really questioning if I should waste my time learning the others.
It's like damn can we at least get one of the MOONSHINE SHINES or MOONSHINE TWINES or MOONSHINE BRINES to upgrade gear at least? Can we get at least one piece of ilvl 630 gear of our choice every 4 weeks or something? Give us something. All of this hard work to learn and beat these fights for hardly anything at all.
We already have catch up content which I'm sure is purposely scheduled to release at a certain point in the patch. Rewarding upgrade items or 620 gear would gut alliance raids. If you view Criterion as post BiS content (which many people have asked for), then everything fits. Some glam, a mount, a title are the types of rewards you'd expect from content like that. I think many of us were looking forward to a grind and instead got a victory lap.
Criterion Savage is not on the same level as savage raids and does not warrant savage gear.
Criterion Savage is the exact same as Criterion Normal except you can not afk and you can not die. Two things you can do in savage raids
Criterion itself is designed to be difficult from the start and then with an added challenge of not ever dying and not afking for savage. If you take a group who has cleared savage criterion and have them grind normal criterion then the experience will be the same. Theres really no reason for this content to give higher rewards for savage besides the title, banner and plate because you can just grind the normal which is the exact same mechanically.
Would you rather play a dungeon flawless 25 times or play a dungeon with 1 or 2 mistakes 25 times? thats the only difference between grinding normal and savage. Not even ultimate raids allow for zero mistakes btw.
my tl;dr is that savage is a really nice challenge to say "yay I did this without dying" and get your ach/title etc. But that kind of content is not fun to have to "grind" and I'm happy they put the grind on the version that allows you to make a mistake and not on the flawless play version. The reward for savage could have been a mount or something but please please do not make savage something that requires a grind to get the rewards
The fact this was ever suggested with such a strong motion for it is really a statement about the state of the savage loot system. It's an inherently unfair RNG fest, so people want second chances. And all the feedback stating that the loot system in savage is unsatisfactory has been ignored by the devs. If they just made savage loot a purely currency based system where everyone gets a fixed amount per clear, people wouldn't be making suggestions to add another ranged loot system to fix another ranged loot system.
