Top end PCs aren't the issue. Bottom level PCs are. The game's minimum PC specs are well below the PS4's capabilities.
They won't drop PS4 support until PS5 supplies catch up. Dropping so many console players would be too costly. (And no, "just go buy a better PC" isn't an option for all of us, either. Decent PCs ain't cheap.)
Multiple dye channels really isn't more graphically intensive than a single one if they just some kind of map (which I'm pretty sure they do.) I'd wager it's just that nothing was designed with that in mind and it's an extremely low priority to add that type of system, which is totally fair imo.
Also to add to what was said above, tail accessories would be great. Ribbons, bells, jewelry, or whatever would be really neat.
Honestly I'd like to just be able to disable capes too.
I am wondering if they might have something planned tho, considering that the entire game is getting a graphical update.
If they're already going to be re-touching old gear they might be planning to solve this at the same time.
So doing something now or yesterday would've been kind of a waste of time.

I'll be honest, i prefer having no tail than having it clipping through the cape, i always found it off putting. That being said i don't want it to be the norm at all, but i do want to have the choice.
Even better i wish they actually make it so the tail is visible under the cape or hell make it curle around your size sayan style.
While a Cape toggle would be one thing, it's not entirely unique to capes where the tails look bad. Tails clipping through longer coats, and certain robes also look rather lazily designed. Because of that, I think a tail toggle would make more sense, since with it they don't have to go around and design armors with tailed races in mind, or make a second unique model of armors for them...
I doubt they will ever accommodate tails. So the next best thing is for them to just stop making so many caped pieces. Which doesn't look likely, as I think there are even more caped pieces coming. I don't agree with either a toggle or a tied up tail (which makes little sense on au ra especially), but I also don't see that likely ever happening.
Like I've said, I highly doubt they would do a toggle, they would just cut the tail off entirely.
I don’t wear any capes where my Hrothgar tail clips through unnaturally; it’s super distracting and weird, so I would really like more cape options that hide or otherwise push down my tail.
Many coats have slight adjustments for tailed races, where there's a tie-off for the hole or such there.
While doesn't stop clipping in general, at least it's something they've taken notice of.
Considering they have multiple races with a tail they shouldn't have a "tail toggle", they should just do their job and properly model outfits.
I don't think the issue is graphical intensity but the amount of data attached to the character. If every gear piece has a second dye channel then the server needs to be telling you that extra piece of information for every item worn by every character nearby.
If the reason we can't get any more character customisation settings is because of the amount of data it would need to transmit, then we wouldn't get additional dye channels for the same reason.
