Sorry, I forgot about Shirogane, it's 96 wards per world like you said. However, my math wasn't wrong, I just said it in a confusing way. I meant there would need to be that many total, not per world. 647,345 / 60 = 10,790
As was stated though, not all players want a personal house, not all players care about where their house is, this number does not include Free Company estates and a single player can own multiple plots. This might result in more or less plots being needed overall to satisfy player demand.
I like the idea that players should have two options for buying land for a house though: housing district, and the alone zone. Basically an apartment building, but the rooms are houses and it has no house limit. As for where the house would be rendered, I dunno, float it in an empty void.
