I didn't say it was just a coding level. Here's the possible outcomes:
A producer may have told a coder to do it.
A coder may have convinced a producer it was good.
Or it could have been any number of designers, artists, or whatnot.
Point being these decisions don't happen in a vacuum. The problem is it didn't go through any sort of user test case and definitely not through with any players.
There's another issue that may have caused this too. Culture.
SE is an eastern company, their primary customer is Japanese. I don't know how Japanese players see this. They may very well say "hey.. this makes sense to go to a dresser to get clothes." Their way of thinking and their priorities are far different than ours. But this is point I will admit is mostly hypothesis at best.
But as far as something coming down to one person in a huge organization. Especially making dumb decisions... yeah it can happen. I've seen much worse by experience.
