Its the same reason the 2.0 scion sets were released, to fluff up numbers so that the # count of outfits for each gender in mogstation were balanced.
As far as NPCs go, we're due for the twins outfits (2M/2F), Lyse's 2nd outfit (F), and Krile's outfit (F). In the last Q&A Yoshi said no to a Zenos outfit/hair bundle, so that leaves Gosetsu as the only other prominent male npc that has a unique look. Who knows what junk they’ll be throwing at dudes for the rest of the expansion :0
You guys need to stop misrepresenting Lord Hien's outfit. It is not a horribly pixellated mess, it's supposed to be digital multi-scale camo, but Yugiri accidentally bleached it in the wash. Hien didn't want to hurt her feelings so he wears it anyway, kind of like a dutiful father who eats his daugther's overly salty onigiri and says it's delicious anyway, even though it leaves him one bite away from a lethal dose of sodium. You guys are tactless.
An unwitting antagonist is still an antagonist. She's the main villain behind Tam Tara Hard and PoTD, so she definitely counts, even if she was being manipulated. Still I wish they'd come out and give us an idea of what we /can/ expect from the mog station going forward, though I suspect Zenos' was likely due to them not wanting to remodel that armor to fit the different races rather than out of a desire to keep the antagonist's gear unique.
This is really just a quick "here's an outfit for guys so we don't get labeled as a waifu game" addition. It isn't even a truly original outfit considering it's basically modified dungeon gear. Not having the hair is just insult to injury really.
What do people with male characters who buy from the MogShop have to look forward to next... Gosetsu's gear? I bet they're on the edge of their seats with anticipation.
At some point SE will have to give up the ghost and admit they just want to dress up their own female characters when they create gear.
Shame the hair isn't included or I'd be tempted to get it for a retainer to put on my alt's front yard :)
Lol this is exactly what I'm going to do to my alts large mist. Im going for a stormblood theme obviously. Im planning to add a Lysa in the yard as well. However, on the Lord Hien, I'll try to match up my Highlanders retainer as close as possible. The hair will be an issue though...mmi might just toss on a hat on and call it good. lol
If they decide to add Lyse's red dress they better make her hair in the attire... I love that hair so much and why wouldn't they. They added Minfilias hair on her attire.
Quick reminder, though it's not so vital since they didn't include the hair - nonstandard hair cannot be put on retainers. They can only choose from the base hairstyles not any that you've aquired for either money or in-game methods. Which sucks, I want the mgp ponytail on my alt's retainer ;-;

Why not simply ask for the original Npc as a playable Char?
That could be done with all important Npc's. Different outfits could be put into the Cash shop to be up to date.
They could charge 20 euro for every Npc and 10 euro for the outfits. I'm sure people would buy it.

It could be because of the "main antagonist" thing as well, but I've said before, for Zenos specifically he's not a normal NPC with separately-modeled clothing and hairstyle, he's a completely custom model and presumably 'all in one piece'. \
On the other hand, the other Garlean uniforms are modeled to go on standard NPCs, so have more chance of being released - although I haven't seen many people asking for them. (I guess maybe a lot of requests for "character costumes" are driven by wanting to get their hairstyles, as mentioned here, and we never see most of their faces.)
It just seems weird to me. WoW and various other MMO's have no issue throwing players a bone by allowing for various costume items to be added. A large part of any game's appeal is going to be the antagonists, too, for many - and that is most definitely the case for Final Fantasy games. FFXIV included. Then, of course, there's the role-playing community to consider - a lot of us enjoy playing Garleans and would appreciate having some heavy Garlean armour to play around with. Especially if it could be dyed.
