Playing the role of the WoL is not the same as lounging around Ul'dah writing fanfiction (essentially) with other players.
Idk if you're stuck with the Aether NA data center or not, but for what it's worth I've found Primal doesn't really have much RP action in general. I've mainly been playing on Famfrit, but based on what other people are saying it sounds like things are pretty quiet by comparison.
Yhah, you should think about editing your post to remove the names. It's against the rules to call people out by name like that on the forums.
It looks like you definitely did the right thing by reporting them, and I'd hate for you to get in trouble for naming them here.
Idk, I don't think so haha. The communities I've seen RP's crop up (so where people make elaborate, not-strict-canon backstories then write alongside other players) have largely been the ones with some level of character customization options. I think part of it is because not everyone is able to/feels confident drawing out designs. Plus that whole fanfic thing where you're building off an established world.
While I can't speak for everywhere, in general IMO the RP/custom character schtick existing has been helping keep vidja games comparatively healthy. People seem to take it as creative permission to do OCs. That plus the way world interaction works tends to help guide creators to better immersion. Other mediums used to have that kind of thing a lot but a combination of Mary Sue shaming plus people being terrified of offending others (ex. WHY IS YOUR CHARACTER A BLONDE SKINNY MAN DO YOU HATE EVERYONE WHO IS NOT A BLONDE SKINNY MAN) has basically killed the practice elsewhere. People mainly just do self-inserts now. :(
TL;DR version no one should have to RP but imo better to have RP than self-inserts. More creative.

There's communities for this, I wouldn't call it dying, it's just that the people who do it avoid where the crowds gather. Because when poking around housing, there's plenty of names I've never seen vs the same faces in hubs. If people wanna play college frat boy Eorzean edition, then so be it. The game gives them plenty of tools to do so anyways.
There's apparently some servers which have communities of RPers, like Jenova - unfortunately RP gets a bad rep because a) a lot of people don't really understand what it is and b) the most visible examples of it are not exactly the most well executed forms of it.
