Both Surge should to be semi-persistent like Rampage/Berserk, with the condition to get effect and increased effect as successful Weapon Skill hit. Also instead of absorbing Hp on auto-attack, Life Surge should solely absorb Hp on WS, somewhat like the old incarnation.
Semi Permanent would be nice, perhaps something like "effect fades over time and doomspike absorbs to do additional damage". Having it cost significantly more sense you won't have to Whack-A-Buff as it was so interestingly put earlier. They could still be stacked for the same increased cost slowing the rate of decay from say 100% decay @3mins. +1 min/stacking so up to 5mins. Once you've reached III the cost could be reduced to a "upkeep" amnt rather than the full buff cost.
And just get rid of dreadspike it's garbage, Drain Samba ok, Haste Samba GOD YES ... Wait this isn't dnc
After comparing the jobs in various situations in 1.21, I do agree that the cost of maintaining Power Surge (1 action every 30 seconds) is not in line with the other jobs' self-buffs. Making it a "unique" mechanic does nothing for the job, so I would prefer that it operate similarly to Raging Strike -- perhaps by consuming the Power Surge buff with Blood for Blood.
yeah or something like WAR/MRD Berserk/Rampage buffs, maybe something like:
Life Surge - Adds a healing effect to your attacks the strength of the heal increases each time you take damage but diminishes when not taking damage, using Doom Spike resets the effect to 0. Dreadspike consumes the surge.
Power Surge - Increases damage with every attack. The effect diminishes between causing damage, using Chaos Thrust resets the effect to 0. Dreadspike consumes the surge.

The mechanic is fine, the only thing is that its annoying having to remember to recast it. But so what? Other classes/jobs have the same annoyances, just with different timers. Just make it a point to include it at the end of your combos and you'll be fine, either by manual press or including within combo macros.
It is hard to maintain surges in party play due to the fast pace, distractions, and in dungeons when there is a lot of running around surges do tend to drop off, the one minute timer is unforgiving.
Would a better solution not be:
Option 1: When a surge drops off, it does not reset to 0, instead it just goes back down 1 level. That way players could easily maintain 3>2>3>2>3>2 etc and feel they are spending their TP and contributing to damage output more effectively (barring of course the use of dread spike as needed)
Option 2: Why not add an "Enhance Surge" effect to AF armour or weapon so that when you activate surge you go straight from level 0 to 2, that way if the surge drops off its not so bad as its easier to get back up to where you where.
I also agree life surge on AA needs a rethink as I always seem to be in a WS/combo trance these days
What class that has the same annoyances, with different timers? All buff with different tiers are now toggle, except Surges. Even if Surge gradually eats away TP like Fist of XYZ, it's still a lot less annoying. Even more so if you have MNK Body the Fist uses much less Mana that with a BRD around you rarely need to recharge your MP.

Probably the single most useful persistent DD buff are the MNKs Fists of [???] and they sure don't have to be maintained like the surges, even if you manage to wait the full 60secs to re-up your still burning what could easily be a *Thrust Combo every 177 seconds.
With LNC and even more so DRG having such a HUGE need for our mp pool that we can't spare any MP especially on DRG, I just know I'd die and/or lose a ton of DPS if Surges ate my MP overtime like the fists, that would be a terrible way to modify them (I kid of course)....
