The problem fundamentally lies with Square, not the homeowners. The notion of artificial scarcity in a game's housing system is bizarre - take for example the people in Goblet 12, if they surrendered all their surplus homes, that'd house another dozen people... a dozen, on a server of thousands.
The vast majority of those people harassing people like the Balmung transfers or Seraph for buying up the houses, still wouldn't get a house even if Square came and took them away from them. The only way a busy server is going to get houses for everyone, is to adopt more of a Wildstar-esque model, where everyone has a house, and it's not dependent upon actual, physical locations.
