Well I'm just going off what information we have. There's also the unexplained geological anomaly mentioned in the outline, we'll see what happens with that. As far as the Primals are concerned if I'm not mistaken all we really know is that they're slowly killing the planet so we need to get rid of them. Though I don't know how closely that's tied in with the rest of the 7th Umbral Era storyline.

The short version is that the Empire is searching for crystallized Aether to use to summon their own Primal. This search has brought them to Silvertear Falls in Mor Dhona. As mentioned by Cid, whatever is happening with Dalamund is affecting the flow of the Aether. Most notably in the Silvertear Falls area.

The Circle of Knowing is aware that Primals draw on the Aether to manifest themselves in our realm. As a result the Aether is being drained, which explains the unaspected crystals.

Cid has alluded that there is a lot more to he situation, much of which the Empire already is aware. Which is why he has come to Eorzea, to try and bring the nations up to speed in an attempt to prevent the catastrophe.

Thus why I mentioned adding a plot point involving Atomos, since if something is greatly going to alter the land and people throwing in the Echo as speculation as well (even though a crashing moon could do the same, let alone destroy a planet >.>), what better Primal to be summoned than the summon that can even gobble up time & space?
