This is my guess. When the un-targetable Pegasus appears on the NE island or the SE one? Forget which one it is exactly but I think during that time frame completing the normal FATE in said location where that Boss FATE spawns will trigger said FATE to spawn. It just comes down to having 1 player keep an eye on when that Pegasus is around and then the other 7 members to do that FATE and then wait to see if said Boss spawns.
I do have another suggestion. Might be interesting to create a list of monsters that attack one another since it lets us know the predator system withing Diadem. AKA if a Crab is attacking a Unicorn then focusing on crab FATEs will strenghten the Unicorn population while also adding new mobs into said area. If you kill the unicorn FATEs then the crabs will grow stronger while adding in the preys of the unicorn.
It's a bit tricky in itself to check because people are quick to just do any FATE they see but I do think manipulating which FATEs you focus on are the key to triggering other potentially unique Boss FATEs.
Such as the reason why we might be seeing the Pegasus FATE is because of players lack of interaction with FATEs once they completed their objectives. The unicorns come off as non-aggressive creatures and you could say they are also peaceful so it's plausible that the Boss FATE in question is designed for an instance in which their aren't a lot of active player within the area.
In all honesty, I think the instances might be shared and the only difference is the objectives set. From doing Matron last night, it felt like the mobs are the same difficulty as Fury, that the only difference between Fury and Matron is the objective of the user and not the instance itself. Might be worth shouting in Matron to see if people are on Fury or not but it did surprise me how the difficulty appears to be the exact same as Fury the only difference is Matron Mission Reward are the Steel coins and DOL/DOH materia whiel Fury is DOW/DOM materia and the other coin currency.
From reddit ppl are saying that the pegasus FATE is idd a consquence of the unicorn FATE in that same zone, however it seems to not be a sure condition and idd the presence of the untargetable pegasus in the island above might be required for the spawn

Baby brachiosaurs non-FATE I can confirm they appear during fog weather and they roam the puddles (albeit slowly) indicentally the brachio FATE and the baby Brachio FATES were both up at the time, so there might be indeed a correlation with weather and time for some FATE spawn
Pegasus FATE spawned twice in the same instance for me. I had to guess, the reason why people aren't reporting it exists is because nobody is doing it/nobody even realizes it's there in the first place. The spawn appears to be random-ish, I did not note any other groups completing any FATEs around the time it spawned the second time, unless it counts unicorn/pegasus kills across all of Diadem.

If the JP picture is to be believed though, it's essentially a rank V fate that gives the same rewards as a boss FATE.
Note that to reach the platform where the Pegasus is on, you have to run to a whirlwind on the far end of the lower Diadem island, meaning that the platform was created specifically for this FATE (as there is nothing else up there).
Hmm, in my recording a few days ago, I saw the FATE spawn during foggy weather as well. Hmm...
From your screen I see Pegasus spawned at sunset with fair sky I'll keep that in mind

About the untargetable Pegasus mine run through a cave same as Culfinrandir said but stopped at the end then a buried coffer appeared. Dunno if it can be of any help but wanted to share that.

A I290 quest weapon in the new expansion is going to be better anyways, There is absolutely no need to bash each other over a weapon that will be outdated like all the rest before it.
Even if you do get your weapon who cares? it will be good to use for a few months then it's useless, this happens every, single, patch cycle, get over it.
There is bigger problems on the planet than complaining about a weapon in a video game that will soon be outdated by stormblood.

Seems that the Boss Rafflesia from the ultima FATE in Azys LLa can spawn randomly in the underground, both times I saw them was nighttime but we didn't kill it since we were going fro S ranks and they despawned
Today's runs yielded more observations.
- Brachiosaurus boss fate spawned during Fog again, but this time it was at night (around 3 AM). 'Slaughter of the Lost Legend' spawned AFTER that, at around 7 AM. So the fates are definitely NOT linked, however the weather is very likely the spawn trigger.
- TONS of treasure coffers can be found if you're the first party in a fresh instance. This was already common knowledge, but I took mental notes on where they spawn. While the spawn locations are slightly different from what I noted in previous runs, it seems there is always at least one coffer on each island and cave. Chances are the giant northwest island has more than one coffer spawn, though if it did, another group got to it first.

During the original diadem those guys spawned as Tier Vs during Hyper-electricity weather and did give out Proto Ultima Exoplatings in their chests after being killedQuote:

Saw once on the Basilosaurus FATE island when the boss was up and it was night, the second time was on the wisent boss island when that boss was up and it was night too of note they are no longer linked to ultima weather effect
Of note since we are going for the 10k Evaluation for the EM I think we should test how evaluation works:
From my understanding doing anything gives your party evaluation and how many ppl are in the party gives you a multiplier to your evaluation.
I tested this by going duo, a rank I mob was giving us around 0.5% while it was giving 3% when in 8 also the brachiosaurus gave us 45ish% in duo and about 150% when 8
Now the question is does that means that by completing the quest you should be at 200 evaluation (2 full bars) or around that levels?
If that's the case we could be able to actually give an evaluation quantity from about anything in the zone.
Plain 60 should be 2 damaged lockboxes
Rank I and II: I think 5 damaged lockboxes both but I'll check again
Rank III and IV: 10 damaged lockboxes
Rank V: 20 damaged lockboxes and spawns only on the lower islands
Star : 50 damaged lockboxes, 1 lockbox, rarely a minion
Well that was what I was able to see for the moment and seems to be the general way of things, ofc if more cases of things like Bloody wings happens we should be able to register those.
Tbh however either they need to increase FATE rewards or maybe lower the quantity of damaged lootboxes required for an opening from 40 to 20

So I ended up in a Diadem run with 2 other parties that basically fate train'd the entire way. EM still didn't spawn, although the fact that we basically confined ourselves to the upper right or lower left corners of the map may have played a part in it. We ended up with around ~1.8k-2k evaluation between the three parties.
Either way, I feel at this point, the devs should straight up reveal the exact spawn conditions for the EM. It's ridiculous that you can end up in multiple runs in a row where the EM doesn't appear. The uncertainty leads to confused decision-making among all the parties in the instance, and it more or less breeds an incentive to AFK/leave early (why work for it when nobody even knows how it spawns)? Even telling people that it's outright random would help, because it'd at least stop people leaving early and risking the EM spawning during the 30 minute downtime.
(I am also noticing that I haven't been in a Diadem run that has had a full instance since Saturday. My past 5 runs since then have only had about 3-4 full parties in the map on average, out of a total of a possible 8. I don't know how many instances are running at once, but if that's just a single instance shared across all of Aether data center, which I'd find hard to believe, then the longevity of Diadem may be in big trouble.)
there is a fate on lower NW island, Blacker than the foulest withch. There are unicorns you kill, IF they are running in circle, kill them, and next fate is blood wings, pegasus boss.
this is wrong. Pegasus fate is blood wings on NW lower island, spawns after you kill unicorn fate, but the unicorns have to be running in a circle fo ryou to know blood wings is next.

Purple Worm can spawn only at night because of Gigantopitheque (he goes out at night to eat them)
With a teamate, we tried many things like clear Gigantopitheque fates, clean all fates in his area without touching gigantopitheques (or the opposite).
This work sometimes, but not every time.
For Basilosaurus, it spawn with Fog (everytime or not ?), but it is practically certain, it spawn if players kill his babie too.
So, do we have many conditions possible for each rank star ?
Is every good action up the probability to see such rank star ?
The other thing I know is, we can't have simultaneously more than one rank star on the field.
I need to find out more !

IV fate gives us 1/2 Evaluation -Between 50 to 74- , so two from these fates will max our evaluation so no need to grind low level fates for 10 evaluation or less, for saving time :D
so the best thing ignore the objective and do IV fates if it in your way ofc ;)
one more thing, For people who doing the "Anima weapon" these fates doesn't give you Light even The Diadem when you clear all 3 missions :'c
So I Noticed again brachiosaur spawning with fog during early morning period
I also noticed the following things
Emergency mission spawned as soon a we killed a rank IV enemy for a FATE (and we were the only one in the instance) also when the mission was concluded we were had 375 evaluation so I think it's fairly accurate to say that the 2 100 bars we fill for the missions are idd an indicator of the value, as such we can calculate the evaluation gained by completing certain objective to force the emergency mission trigger
edit: oh btw dunno if it's known but if an EM is open no Fate can spawn till cleared
At this point I'm becoming increasingly convinced that all of the boss FATEs are truly random, their spawn condition is determined by weather and also perhaps time of day for some of them. The main thing that convinces me of this is how they will spawn during Matron too, when people aren't doing FATEs there at all.
So far, the only confirmed one is Brachiosaurus spawning during Fog, so I'll need observations for all of the others.
Noticed that certain mob types and their FATEs are time based and other mob types are weather based.
Gigantopithecus (Tier 2) spawn at night.
Westerly Sanuwa (Tier 3) and Easterly Sanuwa (Tier 4) spawn in windy weather.
I believe one of the hints for Secret of the Lost Legend might be the spawn of the single non-FATE Baby Brachiosaur. Seen one before every Secret even if slaughter is not up.
2 non FATE babies spawn during the morning and with fog weather, but aside from that I agree that FATE and mobs are correlated to weather and time
edit: maybe we need to devide the FATEs in sections except the ones that spawn with different mobs?
Going to bump this up, reformatted the main post a bit. Think we should work on organizing a FATE list next, and maybe add a section on what weather/time of day causes what enemies to spawn.
- Unicorns appear to only spawn between 12 PM - 11:59 PM, and so does the corresponding Darker than the Blackest Witch and Blood Wings FATEs
- Gigantopithecus only appear to spawn at night, perhaps regardless of weather
- Sanuwa only appear to spawn during Gales, perhaps also regardless of time of day
