As a WAR main, obviously I'll check people's gear at the start of a run and get a feel for the party on the first pull. If the group really isn't up to snuff, I'll slow down.

Really though, on experts and level 60 content in general, I very rarely feel the need to do so. Unless the healer is basically asleep, I can get through the final boss-to-boss pull of Gubal HM with even mediocre DPS. It does get oh-so much easier with Holy/Gravity spams or a properly DoTing SCH, however.

See that is kind of the problem too though. What if their gear doesn't allow them to the keep the pace the tank wants? No comms because they are not as geared? I've seen a lot of tanks adjust based on group gear/performance, but I've also seen a good number freak out because the people in group are less geared then them and are "wasting" their time. Guess I just expect slow when doing the duty finder so I can be surprised when the run goes really well. Also, a little bit of communication at the start tends to make most groups a better experience for all. At least that's what I run into a lot.
