Ok, but do you really think they had spent a good chunk of that money on more mocap VS battle system tweaks, new raids and quests, more voice acting, and etc? SE is madly in love with cutting corners when it comes to animations and models. I would not expect anything less in 4.0.

Yoshida has said money is no longer an issue, and indeed, with Stormblood having, supposedly, around 36m budget, I'm inclined to agree. Heavensward was about 12m budget. I have no idea how large the staff is, though. ARR had a pretty small staff and I'd like to think that staff from FFXI are now also working on FFXIV.
