Its happened elsewhere.
I think its because rmt have started spamming friend requests with their advert /tells now. It is annoying, you get them at the same time from the same rmt. I think that the resolution is in the search parameters used to find the people they spam to and some how fixing the /tell system.
Come on people this is eye candy for the masses. RMT have never been reliant on friends request as an integral part of their strategy. It was always just an assist employed by a few. Their main weapon, /tell spams, continues on unchecked and ignored by SE. Until SE addresses this in a meaningful way the problem will persist at its current levels. Considering SE's Laissez-faire approach to the problem in the past I do not expect any substantive action in the future.
I solved the tell problem. All they have to do is add a button where you right click report button. If the same person is reported by 5 different people they get their tells muted until a GM investigates them.
I'll post this again WoW does not do this so don't spread false info. They have a trial account system just like here and that's whats blocked from sending tells.
Biggest difference between RMT here and in Wow is this. In wow they rarely wisp anymore but they instead spam trade chat and use their dead bodies to spell out their website. Since they don't have a trade chat in FFXIV they stick with PM and spamming friend requests.
Yea SE needs to make it easier to deal with them by having a report for spam function like wow and hell maybe find a way to filter them out that blizzard still hasn't figured out how to do.(people made addons to filter gold sellers)
TLDR: add a trade chat so they'll go spam in there or release addons so people can make a chat filter addon like they did in wow and a report for spam function.
Some really great ideas on this thread. I hope this gets noticed =D
There has been a similar thread on the forums since March. These ideas plus many more were broached there......and ignored by SE there.

Any attempt to combat RMT that inhibits normal players is poorly conceived and detrimental to the game. For example the fact that you can't friend your own alts, or this limit on friend requests, SE needs to put the power to deal with RMT in player's hands rather than just limit what everyone can do. I'd rather get more gilseller tells than have what i can do be limited
Yeah that wasn't that serious of a complaint; but @ 5 a social person could end up meeting someone and find you're both out of your allotment for the day. RMT operate by being able to send hundreds of these tells. They play the numbers game; there's only a very low % of people they tell that'd even consider their offer. 5 or 7 or 20 request allowances in a day would still wreck how RMTs use it.
Limitations to normal people because of disruptive crowds is a normal thing that everyone everywhere has in place, be it IRL or in-game. It's why we have currency, it's why we have virus scans, it's why we have laws, etc. In a perfect world, relying on players to police themselves in this day and age would be great... but reality would show itself immediately. I swear, I wouldn't even trust a single random person on this game with holding 1 gil. I really don't see the big deal on the 5 friend request daily limit too, given that unless you FR 6+ people every single day, you're probably going to live through this. Worst case, they could befriend you instead. Besides, if that were the case, your Friend's List must already be full.
Having said this however, I'm still very much in the mind that this was a pointless limitation to make and simply affects legit players more than the intended target. As I said in a different thread, this change is one based on the idea of being inconvenienced enough to stop or slow an action. RMT operate almost exclusively on bots to do their farming and advertising. They do not stop doing what they're programmed to do. Bots do not feel inconvenienced.
In a 5 month span I have gotten 1 friend request from a RTM and that was last week. It's the tells that are are my biggest problem. Every day I get a tell evry 5-20 minutes. My black list is full and nun seem to be banded. Dear me if I clear it out my black list for the ones I'm getting recently, the ones I removed off it probably start sending me more tells again. -.-
I believe that, yes, the friend req limit will help to curb the RMT activity. But it will only do this for friend req related RMT activity when the larger and more consistent issue seems to be with /tells. In fact, I'd wager that with the enforcement of /tell activity being as lax as it is all we're going to see is the RMT sellers who do use friend reqs just switching to /tell, which will at best just shift the problem if not make things even worse.
No they will delete the character then invite again.
The answer to that question is a firm and decisive maybe.
It'll make no difference at all. Might reduce friend requests slightly but at this point I don't think SE even cares about RMT and just does the bare minimum so we don't get too upset about it. There are great ideas in this thread and the one linked from March that would actually make a difference and nothing has been done.
I would agree if this hasn't been a constant issue that has plagued MMO's since its inception. It just comes with the territory. There's little to nothing that we can actually do to circumvent it that doesn't impede on the freedoms of actual players. Being too forceful and invasive will just do more damage than help.
The friend request limit is almost useless and will barely do anything. "Blacklist and report" option has been needed forever and is still needed. Anyone who receives several reports should be squelched (unable to use say/shout/tells and can only use guild/linkshell/tells to people who have friended them) until their case is reviewed. Anyone who abuses the report feature should no longer be able to report.
No idea why FFXIV won't make a real fix for RMT and keeps doing useless stuff and ignoring suggestions that will fix the problem.
