Stat weights currently are SS>Det>Crit, but in all honesty, BLM is really the only class that all secondary stats are pretty even. You could really go with any build and be in good shape. So really the only advice I would give is just make sure your accuracy isn't too high. If its your 3rd class, then you probably aren't running coil with it, so put as little accuracy on your gear as possible and you'll be set. The secondary stat weights are all right around .25 so go with whatever build your prefer.
I dont understand what some of that BLM spreadsheet means. Like what is T1 and F5? What does that mean?
I have not looked at the sheets but assuming T1> thunder 1 and F5> 5 stacks of fire?
And by the time that is done, depending on your spellspeed, you should be topped up by the time your next FIII is done casting putting you back in Astral Fire for a fresh set of five fires....rinse repeat lol.

My DPS in T9 is only around 300 DPS and I would appreciate your advice on how I could improve it.

You have way too much accuracy. You have more accuracy than needed for T13. You need more SS and more Crit. Your Det is fine but that will change when you fix your other stats. Only advice I can really give for T9 is learn the fight. Learn when you'll have to be moving and save procs for those times. E.I. meteor is casting and you get a proc. wait to use it in case it targets you, etc. Utilize Aetherial Manipulation whenever its off CD and you need to move. There is lots of stacking during the fight so it works great. Never move unless you have to. If you have to move more than a few steps, use swiftcast to get a spell off. If swiftcast is on CD , use scathe. Point being, you never want to not be casting...ever.
