My current FC mostly chats on TS.
You get out what you put in. ^^ If everyone is waiting for everyone else to talk, it will stay quiet. >< Someone has to take the initiative and get the ball rolling. Mind you, you may just be in a FC with some folks who prefer to play solo.
My FC couldn't even all fit into one LS, so I'm kind of surprised at the whole "linkshells are better" thing. We have one for talking with a few other FCs, but it's way quieter than our FC chat. Our FC is really cozy and friendly. Being international, we have two prime times, but our EST (east coast US) is the noisiest I think. Sure, sometimes we have lulls in conversation as folks are partied up and doing stuff. :) And that's ok! Chat should be comfortable, not forced. Sometimes, when we get on a roll, you better learn to speed read. hahaha. XD
My FC is only around 7 people, which theres usually 2-5 on at a time. Some of us talk more than others and usually raid/dungeon together if we all meet the level req/happen to get on at the right time (otherwise people work on their non-50s or DoH/DoL... I wish pre-mades could run a dungeon with more than 4 people. I hate leaving anyone out), but we all tend to just use the FC chat for just about everything --- unless addressing only party with pugged people in it.
We're usually lol'ing over something (like drunken Thancred) or talking stats or quests or whatever. Asking if anyone wanted to do book dungeons, help with something, or dungeons to level non-50s or to attempt to get a particular dungeon gear set/minion - "You guys wanna do ----- with me?". Down to the mundane things like my whining about needing coffee. Or adding a little coffee to my creamer ;) Sometimes it's just explaining or spreading info we found out or knew about particular dungeons or skills or whatever. Sometimes it's just 'omg this happened to me in this dungeon the other day-' or just talking current events or video games or comparing experiences in other mmos (some of us came from WoW and I and a few others from RO). We're a wee bit all over the place. A little like herding cats.
Otherwise, if four of us are in a party and 5-6-7 people are online, we'll still all use FC chat for all to read even if some of it doesn't make sense. We really don't have cliques or anything... we're pretty fairly bonded. I feel thats an advantage of smaller FCs - it's more personal.
It sounds like your FC is doing their own thing, and just not very social (probably one of the reasons when the membership dropped). Try engaging on random talk. Ask people what they think of Heavensward and the new classes. Ask if anyone wanted to do some raids or needed help with something (doing atma books, leveling lower level jobs, etc). Maybe ask if anyone is into [insert game/show/movie title here].... etc. Either people will just not be interested and not respond or they will and just didn't have anything to talk about.
Ours is open to anything.
Like. ANYTHING. They even DONT care about my furry talk :D

Just depends on what people are doing and their mood.
When I'm running dungeons or doing primal fights, etc, it is really difficult for me to type. However, if I'm crafting, gathering, doing leves or maps it's a lot easier for me to type so I'm more social.
Other than that, I know that a lot of people like to use voice chat so as a result the FC may seem dead.
But as others have mentioned, communication is a two way street. One person can't always be the one to start chatting. Others have to show initiative too.
People are CONSTANTLY talking in my FC.
My fc use to chat a lot until 3/4 of them "disappeared" and was never seen since.
The chatbox is only filled with my interaction log lol and maybe a few hi or hello.
There used to be so much chatter and lala punting jokes, now the other 2 members are doing fcob while im just off doing my own stuff lol.
