The only sensible reason (that I can attest to) to use Tomahawk/Shield Lob at melee or near-to-melee range is if you're chasing a mob and are worried that your melee attacks will be cancelled. Why not use Overpower/Flash? Well, both hit their respective areas, and may generate enmity on the wrong targets. Secondly, both do less damage than Tomahawk/Shield Lob, and Overpower takes more TP. Overpower/Flash can certainly be better alternatives to Tomahawk/Shield Lob in this situation (and they often are), but they're not always better.
Asking for this change is one of the more asinine things I've seen suggested in this forum. I see absolutely no reason to limit an ability for what amounts to no reason. It doesn't help gameplay, nor does anyone but the OP seem to care about the flavor "issues."
He just wants to use it in a macro.
Why should they change it? Do you want to prevent yourself from using it at a bad time? If so use a variation of this Macro instead:
/ac "Rage of Halone" <t>
/ac "Shield Lob" <t>
This simple Macro makes it so that when the target is within 3y of you it gets hit with a Rage of Halone and if it is outside of 3y you Shield Lob the target.
I honestly wouldn't have a problem with a range limitation with shield lob.
What I would really love is a trait that makes it bounce to 2 then 3 targets like so

Makes sense that different tanks would have different openers. Warrs are the aoe king give pallys the beastly opener.
How about we just agree that hallowed ground is beastly enough, on top of sentinel on top of bulwark on top of convalescence on top of rampart on top of tempered will on top of self stoneskin? I really don't think paladins need help.

I don't really see any justification for a range limitation on Shield Lob especially with the way the positioning and animation mechanics work. Reason being is all attacks are done based on your current position at the time of action, if you start an attack next to a mob like RoH as long as the mob runs out of range before the animation ends he can cancel your attack, if he runs back into you or you after him right after the mob runs out of range you can't shield lob either and it becomes more problematic if he keeps running away from your close ranged attacks afterwards.
