Some people will always find 'loopholes' in what seems like a good system. I agree that if they really had something super important to do, they should have just eaten the 15 minute penalty (fifteen minutes isn't THAT long). It's very clearly obvious that they were lying because they didn't like the party, and that's not right. They are in no way obligated to stay in a party they don't think will win, but if that is the case, they should just leave... not demand to be booted and be annoying simply because a loophole allows them to be.
There's a reason "AFK" for kicking.
I know it sucks that the person won't get a penalty but that's just how it goes.
I had something important come up. I was doing one of the new Hard modes.
Got phone call said AFK. Came back 1-2 mins later said, Sorry something important came up, and quickly left the party, My hubby and Friend from FFXI where in the party they didn't mind at all and finished without me.
Important means Real Life.
I got to help someone in my Free company. Isn't important. As this is a game. Kick and Report.

honestly though, just let it go. move on. dont let one guy ruin your day. i know i get mad when tanks leave my groups randomly (mostly by d/cing at the start of a dungeon) but if that happens i just leave and requeue, even as a DD. just find something to do during the queue time and its not so bad.

You can vote dismiss them. Healers are not that hard to come by, not at all like the wait time for tanks. If the healer is being a d-bag, dismiss them and replenish ranks. Although for some reason when you dismiss a member people start leaving for some reason...
what i really dont understand is all the people saying "thats what vote kick/abandon are there for", no they are not. they are there for people harassing the group, making the game unenjoyable, or for when the group feels they did all they could to beat the instance and cannot.
vote kick is NOT there to allow some douchebag leave an instance because he doesnt want to be there and go to another instance because of stupid bs. as far as im concerned, SE should really do 30 day bands as a minimum punishment for anyone doing that crap.
Who cares if he gets or doesn't get a penalty? It doesn't affect your game time. If anything you're wasting your own time by not vote kicking them.
Not trying to play the devil's advocate (as I already assumed he was trying to get a free kick), but agreed here. I just wondered if the important something actually was so important he was forced to just up and leave from his chair. More than likely, however, that's not the case.
They should add in a negative rep feature which can be seen by other players. Even if it's something as innocuous as "duties abandoned" with being kicked counting on that as an abandoned duty.

their ultimatum after the responses. And after looking at that chat, you guys weren't
honestly that nice, and its not like they said "i'm ditching you loser aholes", Keeping
them against their will really won't help anyone.
Should they have started a instance knowing something might come up? not really.
But just let em go.
And to answer your question, yes, refusing to do your job is harassment, and is
reportable.

if the guy really had to go, depending on how important it is, he would of stayed and jumped off with haste w/ no time to think of loggin..but he didnt.
he stayed there like an ass and say "ok ill stand here." he prolly didnt like the pt or whatever and lied about it.
the guys gone scott free might as well forget it and move. whatever importance it was he could of dealt the 30mins.
i believe depending on kick [AFK] should be 15 mins, [harrassment] 1hr. and idk the other ones i forgot but i sure everyone will pick harrassment just to be tools and crap and abuse it...theres no way out. SE needs to find a round about for this s:
100% this. WHY it doesn't give a lock-out of ANY kind for booting someone from the party is literally beyond me.
Why not make two different vote-types?
Vote Relief (Voting someone out to not recieve timer, on good terms.)
Vote Dismiss (Reasons such as harassment, kicked from party for being a troll) = 30 min cooldown timer.
Sure, I'm sure there are asshats that would abuse this - kicking people as soon as they enter just to give them the cooldown. But that'd likewise be reportable for harassment.
Technically, yes... but that is in place moreso for people trying to do myth or exp runs and wanting to leave after a certain part so I don't see a GM acting on it.
It sounded like he had to AFK and thought he'd be back before 30 minutes, and was just throwing a hissy fit.
