Couple things here:
Gear progression is good, in all content, it provides tangible goals to work toward.
Gear level and type mismatching is bad, in PvP it creates horrible gaps in potential to win.
Rank/Level progression is good, for the same reason as gear progression.
Rank/Level mismatching is bad, for the same reasons as gear mismatching.
The simple solutions, so everyone wins have been touched a couple times, but:
Matchmaking should (for non-premade) build teams, and match them against teams, with similar numbers of PvP gear and iLevel as well as Rank.
