Sounds likely to be from CT, no idea why it's i90 when CT is confirmed i80. It's one of those many things they had ready or almost finished but didn't quite make to release because they rushed the game yet again, could be in 2.1 or could be delayed to the next CT patch in 2.3. It really sucks for BLMs that their Allagan weapon absolutely needs the shield to be equal to the Relic +1 and it might not even drop from Coil, another quality design decision from the team, sucks even more when blind fans just tell you to deal with it.

Maybe instead of asking a dev, are there any legacy players that managed to clear Coil in its form during 1.0 (if it existed)?
Because, if that shield existed back then, there may be no guarantee that it's coming out until they put more bosses into Coil past Twintania. Also, that might explain why it's in the database but not found yet in game.
I'm pretty sure the devs are not going to reply to this as telling us where something drops in the game might be considered a "hint".
That aside, it's kind of a puzzle. I'm sure someone will discover a answer as more content is added to the game.
Coil was introduced in ARR and didn't exist back then, those shields weren't in game either. There are a couple of items that were obtainable back then but now are missing though, no idea when or where they'll make them available to new players, items like the Explorer's Callot and Mage accessories off the top of my head, only players who obtained them in 1.0 can currently have them and they weren't on the list of "to be removed" items that was posted back then.

My FC has two scepters now and neither of them use it because it's weaker than +1 relic. Pretty cool that the hardest content in the game right now gives you a reward that's weaker than what you get for logging in once a week for 3 weeks.

To the OP: If its a RANDOM drop, then it's 100% possible that it just hasn't RANDOMLY come up yet.

Just conjecture, but a highly possible one, in the video released today the CT mentioned something about the Ancients.....considering the shield has the same term in the title, it could very well be from CT. Still...the notion of an ilvl item of 90 being dropped from the CT goes against what was previously announced, but still...at least the name of the item coincides with the new dungeon. It could be a rare drop....we will know soon enough.

The problem is not Ancient Buckler, never was never will be. It does not matter if it is a drop from CT or not, really it does not. I have said this many times, the problem is Coil BLM drops, pure and simple. You guys keep forgetting Twintania weapons are going to be ilvl95, so ilvl 70, 80 and 90 (if the tank shield get upgraded to 95 also) are not going to cut it. The reward have to be from Coil and it have to be equal to what every other job are getting, not a single main stat point less or more.
It is like saying every job deserve equal drop except BLM, they are less than everyone else and they should re-role SMN, at least they don't get a book with the pages torn off.
Wouldn't PLD also be getting the short end of the Stick if our shield is not upgraded cause it wouldnt scale as well as all the other jobs?
(ie. our stats being split between the shield and sword?)
Yea I'm totally fine with a ilvl 90 shield otherwise pally would be getting the short end if blm got an ilvl 95 shield for no reason. I just really want that i90 shield.
Maybe it drop in turn 6 (coming with 2.2)
I would be fine with ilvl90 shield if the tank shield stays ilvl90 which I doubt, it would be 2 jobs being screwed for no reason. The fair thing to do is give an ilvl95 shields to both tanks and BLM.
Why would pld shield be bumped up, the only reason the weapons are is as an incentive to clearing t5. Considering the pld shield drops from t1 and they have said that only weapons from t5 are getting bumped I highly doubt it.
Does not make it fair does it? Tanks should get their shield to ilvl95 & we should get one of our own or get upgraded to 2 hander. There is no reason what so ever for some jobs to get less than anyone else, it is 100% not a balance issue, otherwise our Relic +1 would not have the same stats as everyone else. All I see is an over sight by the dev team or something else that does not make sense.

Yes I agree PLD BLM and BRD get the short end of the stick it seem like.
Make allagan scepter into a two handed weapon and change its stats.
That'd be the only fair thing to do here.
I perosnally find it annoying for two reasons:
1)It creates this issue where people are vying for dev attention and makes others think that they HAVE to do this in order to get a response when the reality is it's completely unnecessary. No, it doesn't have a negative effect but it doesn't have a positive one either. Why waste the energy to type it when it doesn't do anything?
2) I get this 'holier than thou' sense when I see these posts and it carries a connotation of "I don't care what anyone else thinks. Devs just read my post darnit" e.g. they're posting on a forum but they're not here for discusssion, they're just here to say "devs, implement my idea!" SE does read the suggestions sent to their suggestion box but I think people don't think they do, and that's why they post here.
TL;DR it irritates me because it's unnecessary.
(Of course, I have a feeling there's at least one person here who does it *because* it irritates me)
It's a pretty big flaw in the game. People already pointed it out.
Some clarification would be nice, even if they just say it will be out in 2.1.
I also hope that if the PLD shield gets and upgrade that they don't forget the BLM shield.
First off if you notice the Crystal Tower is the Labyrinth of the Ancients so maybe ancient shield is there. The item could just be in the database because it is in the game yet not obtainable maybe you could obtain it in Beta, but it was removed. And no one has it so no one knows how or when it can come out. Here is an example of an Item no one can get right now unless they have it from before http://na.finalfantasyxiv.com/lodest...m/81aebdee4eb/ and yeah it's in the database. So maybe it's just not out yet. Or it is buried deep in the the game somewhere. Maybe its from some achievement reward or like i said , a Crystal Tower drop. They said it would be item level 80 armors but maybe 90 weapons since Allagan will drop 95.
So, the new items are posted in Lodestone database. Granted the magic dmg is equivalent to a 2 handed weapon, we are still shafted on some stats by using scepter/sword+shield combo by 1-2 stat points in comparison to other classes 2 handed weapons. SE should at least add those 1-2 stat points to the weapon to at least be on par.
Example:
Allagan Smn book had same int+vit as allagan Blm scepter+shield prior 2.1. Now, Smn book is 1 stat ahead plus however many extra secondary stat points.
Very minute difference, not a game changer, but still pretty stupid if you ask me.
SE really should just get rid of BLMs having 1 handed weapons .... convert them all to 2 handed, get rid of the shields (I dunno turn them into tomes based on their item level? Or at least one handed weapons above level 70, since there is a level 70 shield and level 70 one handed).
There is no reason for the allagan scepter to be one handed, especially when the Relic, and the new primal 90 weapon isn't either.
I heard these were bought with Rowen a tokens. This isn't the case?
If not, yeah it seems dumb to give blm a 1 hand allagan wep with no allagan int shield.
