There's...no congestion to happen because it's a simple choose your characters and choose the world you want to transfer to, or even XI style while you talk to an NPC and get a world pass item and do it that way - If any congestion happen it won't last that long. Even if it lasts past the free days, so what? If you truly want to transfer you'll still utilize the service.
SE doesn't "owe" anyone anything.

Knowing how this is going to work (in usual SE fashion) and soooo many people needing server transfers this is going to be another enjoyable clusterfu*k of doom. I need to contact all the people I want to be on the same server with and pester them to give me an idea which to transfer to and hope that not every idiot and their brother will want to be on that same server aswell so that it will give the server full error again and again till we ragequit. Yes, great way to spend my days recovering from a major operation.

SE should expect some heavy transfer "congestion" in the 5 free days, so hopefully the free pass will be to anyone who applies during the 5 days, not if you're actually moved. I'm fine with characters being moved after the 5th day due to being "later in line" as long as it's still free if the application was done in time.
Also, I wonder how they'll deal with legacy characters and their friends. They've stated before that a world may not be open for transfers if it's too full. If legacy characters can only move between legacy servers and there's a bunch that brings in some friends from the new servers, the legacy servers may be too full and as a group we can't look at new servers to move to. Maybe take one of the new servers and make it a legacy one...? -

Keep 1.0 Players on the legacy servers. If they have friends, the friends can transfer to them. There's no reason people coming into 2.0 with a full character sheet of level 50's have any business going anywhere BUT legacy servers where they can possibly have peers in similar standing.

Well, assuming it ever comes - what would be awesome is a break down (estimated of course, it wouldn't be 100% accurate) of how many nationalities exist on each server.
It would help those that want to be with certain people, to then be with certain people.
I don't even mind having high non English speaking persons on my server, I'm just tired of it affecting the way other people interact and in turn make everyone pissy all the time, when I'm not even a part of it.
Oh and hate the feeling of having to force or rush everything because people are impatient and you haven't a way to communicate due to the shallow and poor translation system. -
