They have said they will only use characters whose appearance in the game actually makes sense. Lightening resides in Valhalla, which is a world between worlds. Shantotto has been known to cross into the void, which ties all FF universes together. The Crystal Tower in FFIII existed outside time space and between universes, thus its appearance. They will not inject any character that doesn't make sense.
The only FFVII character that would make sense here is Jenova, or another being of the same species as her, because she was an alien in VII, so her race could come to FFXIV.
The characters I would be alright with are characters of the void such as Necron, Zeromus, Hades, Ozma, etc. Others that would make sense are Wave Existence from Xenogears; The Elements from IV (seriously, who doesn't want to see Rubicante in FFXIV?); any character from IX who lived in, or traveled to, Terra, as it is a planet that existed in an alternate universe to Gaia, thus could easily exist in our universe; any of the Lucavi from Tactics (or the Espers in XII, since they are the Lucavi from Tactics); Ultamecia, PuPu, DoomTrain or Eden from FFVIII; etc.
Yes, hopefully if they ever remake a classic FF game, they at least pick one of the good ones. Yes, that was a dig at VII, as it is the most over-hyped game to ever come out of the FF series. To anyone who points out Sephiroth as the "ultimate villain", I give you KEFKA, the only FF villain to actually succeed in destroying the world (or at least most of it). Also, the only FF villain who was evil just because. No mommy issues, no daddy issues, no I'm not immortal (wah), just pure, unadulterated, insane evil.
