I am having this problem. I just hit level 44 after a lot of hell and there is no option for this quest anywhere ... is this a permanent bug? This is really ridiculous. I can't continue the main quest now?

2 months and still unable to access main story. I am not sure I want to keep playing for a game that I cannot actually play.

Have you completed the entire The Curious Case of Giggity quest line?
It's easy to miss if you weren't high enough to pick up a ll of Ceana's quests. You can proceed to Stone Vigil, get Cid's ship etc and still not be able to move forward. Check Aleport and make sure you have finished Ceana's quest line.
