Oh, durp. It's probably because I was the highest rank in 1.0 and haven't progressed far enough in the main story line (Titan) for the new rank ups.

So there is no actual way yet to rank up passed Chief Storm Sergeant, or whatever the others are?

I thought that was it also but it isn't.

I know people that are past Garuda and it still says the same thing for them.

So you have to finish the whole story chain then it opens up

No, I finished the game and it still isn't working.

I got the quest Twisted Beliefs Lv50 from my GC Commander, after I done all my main scenario quest though.

I am lvl 50, have 15k seals, Grand Company Adders, same problem. She claims that i have not satisfied the requirements. I found this too:

If I had to hazard a guess, they took this out but not the requirement?
